Before you start, check

  • The record must exist and be locatable. Where the registers were destroyed, the route is reconstitution rather than issuance, and it is a different procedure.
  • Birth and marriage certificates are issued to the holder or their legal representative. Death certificates are issued to family members, to entitled persons, or, with the mayor's approval, to another person who justifies a legitimate interest.
  • Where a representative acts, a special authenticated power of attorney is required, or a lawyer's authority form issued under the profession's rules. A general power of attorney is not sufficient.
  • For transcription, the applicant must hold Romanian citizenship, the foreign certificate must be apostilled or legalised and translated, and there is a six-month deadline. Note the exclusion: a person who acquired or reacquired citizenship under art. 8-1, art. 10 or art. 11 of the citizenship law cannot file for transcription through a representative and must do it personally.
  • Name spelling and transliteration must be reconcilable across the generations.
  • If you acquired or reacquired Romanian citizenship under art. 8-1, art. 10 or art. 11 of the citizenship law, the law requires you to file the transcription personally. We can prepare the file and brief you, but we cannot file it on your behalf.
